This page lists the licensing authorities of the European Economic Area's member states.

The responsibility of the licensing authorities is to examine, whether rail undertakings suit the professional and financial requirements, which allow them to participate in railway transport.

Directive no. 95/18/EC (that has been amended several times) defines the framework of the rail undertakings' licensing. Rail undertakings may apply for license at their seat, but the license entitles them to use all open-access networks of the European Economic Area. The public database of European operational licences will be maintained by the European Railway Agency in the future.
