General Information
State functions in connection with training and examination of vehicle drivers according to the law number I. of the year 1988 about public road transport, and to the ministerial council decree 30/1988 (IV. 21.) about the implementation, is carried out by the National Transport Authority and its Regional Directorates.
The regional directorates issue licenses and control the course training of public road vehicle drivers, and cater for professional supervision; organize the vocational training of vehicle drivers, and keep record of training institutes, head of schools and professional trainers. Regional directorates also carry out the examination of vehicle driver candidates and persons taking part at vocational training programs and obliged to make exam.
The Central Office of the National Transport Authority besides the administration and control of the activity of the regional directorates acts as authority of second instance at considering appeals submitted against decisions of the authority's territorial bodies.
The head of the Central Office of the National Transport Authority (in regard of the public road vehicle drivers):

approves the curriculum prescribed for certain categories and subjects

regulates the methods, procedural order and administration of examination

defines the type of documents obligatory prescribed for carrying out examination activities, and gives out documentary list of them (Bizonylati album)

regulates the operation of professional supervision

nominates professional supervisors, and approves the nominations of professional supervisors working at the regional directorates

Vocational Training- general information
Who has to take part in vocational training?
According to the law (number 1 of the year 1988) every driver has to take part in vocational training
1. who was prohibited to drive for a least 6 months by court or authority due to traffic rules infringement , or
2. who was forbidden to drive by the court because of committing a transport crime
3. whose driving license was withdrawn by the appropriate/acting authority according to the road transport record point/rating system
Driving license can be only given back if the person can prove that he took part in vocational training.
The driver doesn't have to take part in vocational training if the prohibition is only for category or type of vehicle and it doesn't imply the withdrawal of the driving license
Based on the mandate indicated in the law governmental decree 139/1991 (X. 29) regarding the vocational training of road vehicle drivers gives the detailed rules. The most important provisions are:
Applying for vocational training
The vocational training of the vehicle drivers is organized by the regional directorates- with the supervision of the central office of the National Transport Authority

The person obliged to take part in vocational training with the notification of the authority containing the cause of obligation can apply for vocational training at any regional directorate, where he has to take part first at a meeting aimed to set up the individual vocational training program

Decision about infringement or judicial verdict containing the „transport event", of which usually the "justification" contains the detailed description of the event

identification card and documents for proof of address
Exploration, designation of the program
Depending on the result of the exploration meeting the territorially competent regional directorate sets up, for the person obliged to take part at vocational training, the program which is the most convenient to solve the discovered deficiencies.
The vocational training must be completed within 60 days of the day of application.
Legal Basis
According to the 17th paragraph of the law number I. 1988 about the public road transport the training of public road transport experts can be carried out with the permission of the transport authority.
For the transport authority the tasks in connection with course training are determined by the 70/2005 governmental decree, while those in connection with training of experts by the 24/2005 GKM decree.
Companies can deal with training of public road transport experts if they received permission from the National Transport Authority, Directorate of High Priority Affairs. Exams can only be made and organized by the National Transport Authority or the company holding a training course permission from the Central Office of the National Transport Authority. The candidates are tested by the professional interrogator members of the Professional Interrogation Committee nominated by the president of the National Transport Authority.
The governmental decree number 54/2007 (III.28) has modified the ministerial council decree number 89/1988 (XII.20) about the public road transport services and operation of public road vehicles in regard of the prescribed professional qualifications for vehicle drivers.
The rules of training and examination in connection with the professional qualifications are to be found detailed in the GKM decree 24/2005 (IV.21) modified by the GKM decree 38/2007 (III.28).
